State Rankings on Support To Startup Ecosystem 2019

  • Minister of Commerce & Industry and Railways today declared the results, 'Ranking of States' in 2019, on support to the startup ecosystem.

On September 11, Minister of Commerce, Industry & Railways, Piyush Goyal has declared the results of ranking states 2019 on support to the startup ecosystem.

Gujarat continues to retain the best performer in the ranking list of top states on support to the businesses and the startup ecosystem.

Following, Karnataka and Kerala were the top performers on support to the startup ecosystem and the new emerging businesses.

Earlier, DPIIT (Department for Promotion of Industry and Internal Trade) conducted a second edition of the states 'Startup Ranking Exercise', with the key to know the best states on support to the emerging businesses and startup ecosystem.

Furthermore, The 'Startup Ranking Exercise' has seven broad areas, consisting of several action points such as:

  1. Institutional Support
  2. Easing Compliances
  3. Relaxation in Public Procurement norms
  4. Incubation support
  5. Seed Funding Support
  6. Venture Funding Support
  7. Awareness & Outreach.

The state and its policies play a vital role in growing the business and the startup ecosystem. State policy can indirectly give a growth boost to any new emerging business like early age startups.

A total of 22 states and 3 union territories participated in the Startup Ranking Exercise. Many parameters were involved in getting feedback from the states and management for startups. The team has gathered 60,000 calls made per day in 11 different languages to know the real situation and the implementation of policies.

Furthermore, DPIIT (Department for Promotion of Industry and Internal Trade) classified the results and rankings into 5 categories: Best Performers, Top Performers, Leaders, Aspiring Leaders, and Emerging Startup Ecosystems.

‘Compendium of Good Practices’ adopted by the various states who participated in the support of the startups. It identifies 166 best practices, which can be used by the states to identify and implement the newer initiatives for the betterment of the startup ecosystem in the state.

States Startup Ranking Results 2019



The state Gujarat has been performing well since the states have been fully focused on efficiency and implemented the best policies for the startups.

This led Gujarat to win the 'best-performing state award' in 2018 for its continuous support to startups.

Moreover, Piyush Goyal expressed happiness on the fact that as the center’s fund of funds for startups, states are also working on similar lines. He called upon the High net worth individuals, venture capitalists, and other funds to also come forward for financing the startup ventures.

"COVID-19 pandemic should not be seen as a problem or challenge but as an opportunity to reimagine and reinvigorate India. During the COVID period, our Startups have come up with brilliant ideas & solutions to the many problems that the country & the world face," he added.

Additionally, Secretary, DPIIT Dr. Guruprasad Mahapatra said that the startup ecosystem in the country has led to the creation of over 4 lakh jobs. He said that the ranking is an example of cooperative federalism, which will help in capacity building in the states.
